    Help me if this is a BUG???

    I finished TEH ELITE FOUR MANY TIMES but the person in the cerulean cave is still there??/

    and when I entered the Pokecenter it Freezes first and move again what's that..Im using VBA..and GBA to
     
    I guess it's a bug... Try to bang your game to the wall and may it will work, just kidding.... But seriously, i don't really exactly know how to fix your problem but i'll try my best to see the solutions for your problem...
     
    Okay, the first thing isn't a bug... you can't get into Cerulean Cave until you beat and finish the Sevii Island quests on 4-7 Island.

    The Pokecenter thing however, sounds odd.
