As everyone said here before me, its your rival.
I noticed that also, but he is referring to the red haired kid(rival) in G/S/C since the kid has many characteristics of Giovanni.
Now, thats the scientist who takes your sapphire away from you right?
but please tell me why you would think Giovanni would be Ash's dad?
not only did he say red hair when ash has black hair in the anime, but haven't you heard of the phrase "like father, like son"?
And that is yet another clue to a huge remake of G/S/C.
There is a simple answer.

Like we didn't know that years ago.However, it's not Ash or the Rival from GSC, it's actually a feference to the manga, in which a character named Silver(very similar to the rival) is the lost song of Giovanni.See here
