I think that's just luck? xD
If the OT is Lani or MANDY then it's by luck.
If it's some other OT, then maybe they did EV trained it.

I was going to ask about a Lucario D: but since they are all taken may I have this:

Also Sakurah we talked a while back about a PBR Pikachu and you said if I could trade with your friend Matso Rizu (did I spell that right) then I could have one. I couldn't find anything to trade with them though. Is there anything else I could possibly do?
