Pokemon liquid crystal need to catch lugia

Hi all im sorry but i dont know the category of this post.
I really need to catch my favorite pokemon lugia in liquid crystal but i cant use whirpool at the island i have taken the silver wings for it and i almost finish the game but the 8th badge of the first map maybe bugged cause i dont have the 8th badge. I have 15 badges i dont how to catch lugia 😢 if i click on whirpool in front of lugia's island i have a message speak about that if i not thifbadge whirpool i cant use it. Help me!!!
