I noticed several topics of mini "Trading Cards" of sorts in this forum. Most of them had stats such as ATK, DEF, and SPD, but no game or rules or anything to go with them.
So I decided to make something like that, but with an actual game.

Deck Construction:
Each deck consists of 10 cards whos total level may not exceed 200. In addition, you may not have more then 3 of the same card in your deck. With Legendary Pokemon, you may not have more then 1 in your deck. Decks are, of course, constructed of any cards you might have gotten from booster packs or freebies.
Gameplay:
Each player starts with a 3 card hand. If your opening hand does not have a basic Pokemon in it, you reshuffle and draw a new hand. Then, each player plays one basic Pokemon from their opening hand to start out. On each players turn, that player starts by drawing a card (if any remain in their deck). They may then play up to one basic Pokemon and one evolved Pokemon on top of the matching pre-evolved Pokemon. You may not evolve a Pokemon the same turn it was played. Pokemon in play are divided into two categories: Battling and Waiting. You may have up to 2 Battling Pokemon, and the rest in play are waiting. Only Battling Pokemon may attack, and only Battling Pokemon may be attacked.
Baby Pokemon:
Baby Pokemon count as basic Pokemon but can evolve into their matching basic.
Battle:
After you play any cards for your turn, you enter the Battle Phase of the turn. In this phase, you may attack with one Battling Pokemon. The Pokemon you are attacking has a DEF value. Subtract that from the attacking Pokemon's ATK value. If the result is above 0, you do that much damage to the attacked Pokemon's HP. If a Pokemon's HP is reduced to 0 or less, it is discarded along with any pre-evolved forms under it. If you have any Waiting Pokemon, you then send up one of them to take the place of the defeated Pokemon.
Victory:
You win when your opponent has no Pokemon in play.

Normal is white, Fire is red, Water is Blue, Grass is Green, Electric is Yellow, Ice is (not made yet), Fighting is (not made yet), Poison is Tealish Green, Ground is Dark Brown, Flying is Greyish Bluish, Psychic is Purple, Bug is (not made yet), Rock is (not made yet), Ghost is (not made yet), Dragon is Light Orangish, Dark is black, Steel is Dark Grey.
In addition to being the example card, this Pikachu is the Weekly Freebie. Once per week a card will be posted that will be counted as one copy of the card towards everyone's card collection.

Special Abilities:
Here is a list of different Special Abilities and what they mean.
ATK+# vs (Type) -- When attacking a Pokemon of (type), this Pokemon's attack is increased by #.
DEF+3 vs (Type) -- When attacked by a Pokemon of (type), this Pokemon's defense is increased by #.
(Condition) Atk: #% -- When this Pokemon attacks, it has a #% chance to inflict (Condition) on the opponent. The easiest way to determine whether the condition is inflicted is by rolling dice. See Conditions below.
Evasion D(#)-# -- When this Pokemon is attacked, roll a dice with (#) sides. If you roll a # or below, the attack does nothing.
Effect Off #% -- After a player's turn, this Pokemon has a #% chance of losing any special condition it has. This is determined the easiest using dice once again.
Effect Chance x2 -- As long as this Pokemon is Battling, all conditions have double the % chance of occuring. The % cannot be over 100%.
Opponent's Attack-# -- As long as this Pokemon is Battling, all opponent's Pokemon have # less ATK.
Evolution Healer -- When this Pokemon evolves, remove all damage from it. This is usually found on Baby Pokemon.
Negate Evasion -- When this Pokemon attacks, ignore any Evasion D(#)-# effects the attacked Pokemon may have.
Dmg Reflect # -- When this Pokemon is damaged, do # damage to the attacking Pokemon as well.
Halve DMG: #% -- When this Pokemon is damaged, it has a #% chance of only taking half that damage. Once again, best to use dice.
Double DMG: #% -- When this Pokemon does damage, it has a #% chance of doing double that damage. Once again, you should use dice.
Conditions:
Prlz-If a Pokemon is Paralyzed, whenever it attacks, it has a 50% chance of doing nothing. Dice, of course.
Slp-If a Pokemon is Asleep, it cannot attack. In between turns, a Pokemon has a 50% chance of waking up. Dice again.
Cnfs-If a Pokemon is Confused, whenever it attacks, it has a 25% chance of doing no damage to the attacked Pokemon but instead doing however much damage it would do to the attacked Pokemon to itself. Dice.
Psn-If a Pokemon is Poisoned, in between turns, it takes 2 damage.

You may get up to 2 boosters per day, but no more then 10 boosters per week(7 days). When you ask for (a) booster(s), I will PM you a link to the contents.
Each booster contains 3 common cards, 2 uncommon cards, and 1 rare card (or, if youre really lucky, a Super Rare card).

Battling People
The best way to battle people in the Mini-Battle Card Game is over an Instant Messanging service. Or, if you know eachother in real life, you can print out copies of your Mini-Battle cards. It will probably help to make them a bit bigger for this.
Dicerolling should be easy for this. Shuffling the deck, however, may require some creativity if you're playing online. My suggestion is to take 10 unique playing cards (or the same playing card for the same Pokemon card) and make a deck of those. In notepad or something, write down which playing card corresponds to which Pokemon.
Now, all of this may be a bit of trouble. Another alternative is Apprentice, a program originally designed to play Magic: The Gathering online. Patches have been released for almost every TCG out there, including Pokemon and Yugioh. If enough interest is expressed in Mini-Battle, I will make an Apprentice patch for it, so people can battle over Apprentice. Use an instant messanging service to exchange IP addresses (required to connect to eachother), so that information is only between the two people battling.
I assume you can just google 'Apprentice Online Card Game' or something like that to find a download.
