After Dialga, your team must battle the Guild to "graduate". Afterwards you unlock Luminous Spring, but the only Pokemon you can't evolve are your starter and partner.

Beat the entire game if you want to evolve your starter and partner. This means after Dialga and Temporal Tower, you must proceed with the storyline. That should start happening on its own, and if you run out of events (i.e. legends to meet, new dungeons, character-related, etc.) you probably need to do a few regular missions.

The final mission in the game is the one in which you defeat Darkrai. After that, do a few missions and eventually Manaphy will join your Guild. This completes every storyline event. Recruit Dialga and Palkia, and now you can evolve.

It's not like every copy of the game has one code it uses all the time. When you die in a dungeon, and it gives the option to send out for a rescue, if you select yes you will see a code on the screen. Copy down the code on a sheet of paper or something like that, and then give whoever you wish to rescue you that code.
