3rd Gen pokemon names

hi, im just wondering is there a place in emerald or sapphire where i can change my pokemon's names as im finding their normal ones a bit boring :D

are they pokemon you caught or you traded from another game because you can only rename pokemon that you cauht on that game.

I have played this game many times, and I still remember that there's a man who can change your pokemon's name, I think he's Name Rater in Slateport
