    Okay, so if one trainers Shellder clamps onto another trainers slowpokes tail, who gets to keep Slowbro?:P
     
    The Slowpokes's owner, obviously.
    Xis Slowpoke is the main component of the Pokemon.
     
    The owner, but usually a slowpoke will fish for a wild shellder, therefore the shellder has no owner.
     
    but if two trainers pokemon attach, it can't be determined by which is which cause even though slowpoke is the main component, shellder is still a pokemon. 50-50. think of it as if it were your shellder, would you just have given it up if it decided to attach to a trainers slowpoke?

    Maybe a pokemon battle for the slowbro would be the best option

    Yes, but if a shellder attaches it is no longer a pokemon, but a part of the Slowbro. The slowbro does not become part of the shellder.
     
    Didn't think of Pokemon Battles being the determinant in who gets to keep the Slowbro, but that would be the decider in the Pokemon world.

    Pokemon does need to address such fallacy in the world's "bible". It's like how newly-hatched Kangaskhan are born (well, hatched) with baby Kangaskhan already in their pouches.
