I think it'd be Lance. Pokemon are central to their world, and he's the champion; so also considering his actions and history as layed out in the second generation games, he'd be the head figure of Kanto at least.

Hmm for PokePresident I think that dude from the Mystery House. Think about it: he makes ridiculous traps, sets up a series of obstacles for unknown reasons, and then disappears when you reach the end! Sound familiar? ...eh.
