    (Sorry if the answer to this question is obvious.) How do I go into Pokemon Reborn's Settings so I can activate debug mode without RPG Maker?

    You probably can't. You need RPG Maker XP and the project file. Once from there you need to playtest and get to the Debug Menu the normal way.
