3rd Gen Pokemon Ruby Doesn't Work After,"The End"

I recently got Pokemon Ruby(Rom) and basically completed the game, beat the elite 4 and became a champion but there's a problem. After the credits stop rolling it says, "The End," and turns black(Nothing Happens) and no matter what I press it continues to stay black. And I know that you should be able to roam and finish other missions after the credits. I don't know if this means the rom wasn't complete or if it's some type of bug.

Also how do you cheat? Do you use the gameshark cheats and if so how?

P.S. Sorry if this is the wrong forum, I posted here because it is directly for Ruby even though I am talking about a ROM.

that means you have to turn off the game, it saves it at you house!
