Probably Red or Yellow, because they have the most chance of unpetrifying the others. If I had to choose, I would go with Yellow, because I would wanna see how she would interact with the other dex holders.

On the other topic, I would want Lance to come back because he kind of got blown off in G/S/C series.

So, we've established that Ruby and Sapphire are commonly mistaken for pirates. Damn you, general lack of PokéSpe (or even Pokémon) knowledge in the population.

I agree that Red SHOULD NOT be unfrozen. Unless, considering they're touching each other, Yellow counts in that equation as well. Then yes :D. But truly, not Yellow either, for she is asleep and will continue to be even after becoming unpetrified. So I weigh on Green, the smart boy that he is.
