I here that if you get this software, you can create your own pokemon cards? Is this true? And is there any other software to do this? possibly free software or an online website?

If you mean Pokemon Project Studio, that was a greeting card maker, really. It let you make cards, yes, but not trading cards like one might be accustomed to. That is, unless you're talking about something else.

O sorry and is there excalty something that makes Pokemon cards for you?(i can do it manaully but it will take me awhile to make it look really nice)

It was a great program that made greeting cards *still has a copy of Red* :p
You can get templates but otherwise you have to make the cards yourself.
