i'm a little bit confused i just wonder what kind of file it is, if it's a compressed file or not and if it is for VBA

i'm a bit confused because i can neither unpack it nor just playing it on VBA so i wonder:

1.if it is compressed
2.if it is for vba
3.wtf frozen pallet town serious man. (it's kinda cool actually).
