3rd Gen pokemon wild

I just started to make a hack of my own I'm fairly new at it anyways its for Pokemon FireRed i changed the starters to Jhoto. Heres my problem i want to make it so that you can catch the Hoen pokemon and the Jhoto pokemon but Hoen pokemon are rare and Jhoto pokemon uncommon and only in some areas. Also that Chamander,Squirtle,Bulbasaur are wild pokemon but also rare.

Seeing as there all ready on the National Pokedex on FireRed I thought it wouldn't be to hard. Could you tell me how to make it so that you could catch them wild. I suppose you would also need to be able to get a national Pokedex at the begining to be able to see them on your Pokedex could you please tell me how to do this sorry if im annoying its just that im exicited making my first hack.

Sorry, but this is the wrong section for a thread about your hack. It would belong in the ROM Hacking section, but your thread doesn't meat the standards that are set up there, soo... :[
