3rd Gen Pokemon's move inheritance limitations?

    Hello I haven't found any clear explanation on how the breeding system works on one particular aspect and that is how inherited moves are determined.
    I have believed up to now that it is heavily determined by the moveset that the offspring has that's level 1-5.
    So for example if there's only 2 moves that the baby pokemon will know levels 1-5, then that leaves 2 slots open to egg and TM moves for inheritance.
    Is that correct? Are there exceptions?

    My main situation is that my wife is trying to go ahead and breed an Eevee to obtain Endure, Flail, and Wish.
    That's all fine and obtainable with our smeargle, but is Eevee capable of getting more than 1 move?
    I have only seen offspring get away with just 1 move and the rest being tackle, tail whip, and helping hand from my experience.
    Is there any way to manipulate how the move inheritance works to get more?
    I read some explanations about move priorities but that wasn't specified a whole lot or easy to understand for gen 3.

    May someone please explain all there is to what I am asking and tell me whether or not getting that Eevee with Endure, Flail, and Wish is possible or not.
     
    The offspring should get any compatible TM and egg moves from the father, the other slots being filled up with the moves it knows in level 5. I'm pretty sure if you breed a female Eevee (or one of its evolutions) with a male Smeargle knowing Flail and Wish, those moves should get on the baby Eevee. Endure however, can only be obtained on Eevee using a move tutor, which requires you to trade it to Emerald, because it's sadly not present in FRLG.

    Actually it seems Eevee can get endure as an egg move. I'll let you know what I find out when I am done.

    **Update** 09/18/2015
    So it seems that I can. I haven't bothered with endure but I am very positive it would be fine also since I had no problem breeding 3 egg moves for my Eevee.
    I haven't attempted 4 but I don't see why it wouldn't work.
