Anyone know how to make this thing work better? I haven't gotten a stupid non-Sinnoh PKMN yet, I've been using this thing for a good 45 mins straight now...

There isn't a "better way" to use it. It's just how it is.

If you're looking for Non-Shinou Dex Pokemon, firstly have you got the National Dex?? Otherwise they wont appear at all till you do.

Plus, you'll need to be in specific areas where they do appear to make them appear more often.

You can't get the radar without the National Dex.

I have the National Dex, I just can't find the damn PKMN. Is there any way to tell with rustling grass is an older PKMN?

Are you sure you are looking at places where there are actually non-Sinnoh Pokémon?
I usually look where the grass is shaking differently, than in the other possible places.

Where is the greatest concentration of these "areas"?
