Layout
This is probably your weakest area. The need to change font colour as the gradient moves from dark to light does look a bit tacky, I'm afraid.
The main thing that struck me with your site's layout is the lack of consistency. The layout on
this page is different from the layout on
this page, which is different to the layout on
this page. I realise these represent different sections of your site, but a unified layout is important - it unites your site visually.
All this being noted, you did make the layout yourself (which seems to be quite rare) and the fact that the layout doesn't hurt the eyes and is easily readable do help.
Atmosphere
Your atmosphere is good. You make few grammatical errors, and the lack of personality is understandable: this is an information site, after all.
However, there were a few breakages. Since you want this to be an informative site, a tone of authority is important. Consider when you say on your HG/SS page "Some of the issues would be the dual-region integration, which means that Nintendo will be forced to cut out Kanto, although the games should have advanced to a point where a second region is possible." "Should have" is not a good enough way to say things; speculation is not appropriate for this site. Not to mention that on your news page you say that the Elite Four will occur in Kanto, which means that Kanto
will be there. (This is a problem commonly suffered by information sites - pages will make references to not-yet-revealed facts, the webmaster will forget about them, and they'll continue to have incomplete information.)
That being said, most of your site
does convey a formal atmosphere as one would expect. But don't be shy about writing introductions with a bit of prose.
This page is an example of where I felt like there was something missing from the feel of the page. It may sound wishy-washy, and it is. But the way your visitors feel, even on a site like this, is important.
Uniqueness
This is difficult to maintain on an information site, and is therefore less important. But still, having something that no other site has, and forces people to come to
your site, would give you a massive advantage.
You've entered a highly competitive market, here: you're put into direct competition with sites like Serebii and Bulbagarden, who have massive amounts of information and willing contributors at their disposal. It would therefore be pertinent for you to continue developing new ways to attract people, ones never seen before.
Informative Content
You have a wealth of information. Useful information. I'm very impressed by your Pokédex, and you've gone quite satisfactorily into game mechanics and the games. For a site with only three months under its belt, you've done well so far.
But your main challenge here is to kick up the originality. The only way I could award an unoriginal information site five stars is if it had the kind of dedication, quick reporting, and incredible breadth and depth of sites like Bulbapedia. This is not realistic in the short or medium term - what is realistic, however, is you working on building something new, something that forces people to come to
your site.

Overall
It is obvious to me that you have the dedication to make this an absolutely fantastic site. However, your main priority now is to get some original content up there that draws people to your site. Your secondary priority is to unify the site under one layout.
