After looking at the definitions of both words:
Spy
An agent employed by a state to obtain secret information, especially of a military nature, concerning its potential or actual enemies.
Dominator
To control, govern, or rule by superior authority or power: Successful leaders dominate events rather than react to them.
Is that what you were trying to get across?
