Yup, which is pretty much to prevent adbots posting their advertising links straight away, and to somewhat stop new members from instantly posting links to other forums, in both cases joining to advertise.

I'd suggest Pokemon Gaming Central, Pokemon General and Other Voting Polls to get your post count up quickly while making quality posts. :)
 
Yep, but if you spam the forum for post count uppage you could get banned.
