Edit: Solved. Am idiot. Forgot mega bracelet.
I recently set-up the pokemerald-expansion decomp, and I was testing out Primal Kyogre because they will be important to my hack.... and I'm not entirely sure how they work.
In porymap I made Kyogre available near the starting area, and in /src/ changed Kyogre to spawn with the Blue Orb.
I caught a Kyogre that didn't spawn with an orb, and then I found one that did; it turned primal immediately, I caught it, and when I opened my party it was still Primal. I removed the Blue Orb and battled with it and its still primal. I gave the Blue Orb to the non-primal Kyogre and it did nothing. I caught another regular Kyogre and gave it the orb and again nothing, no option to primal revert. Then I caught another Primal One and it also wouldn't revert.
So my questions: Is Primal Reversion permanent on pokeemerald-expansion? Is it impossible for the player to primal revert a kyogre if they already own a primal kyogre? Or is it that the Blue Orb is single use?
