So I was trying to make my character fishing but after that my character began to be able to use surf without having any pokémon with surf!

So I was trying to make my character fishing but after that my character began to be able to use surf without having any pokémon with surf!
What can I do to be able to fishing and only use surf when I have a pokémon with that ability?
This happens when you are editing your game in RMXP and hit the "play"(green) button. This makes the game enter in debug mode. When you play your game through the Game.exe (orange icon) in the root folder (that contains the data, graphics and audio folders), this don't happen.
