Procedural Generation and Randomization

I am absolutely in love with procedural generation! My dream is to generate OW puzzles, e.g. sliding ice, boulders, etc.
 
The thing with procedural generation is that a level made using just that has a lot less character then something put together by a hand, by an experienced mapper. It can be good for smaller scale tasks, but I don't think a whole game made using procedural generation would have nearly the same charm as a game/hack made by a person.
