Issue: Profile Background pic not appearing?

    Hey guys I just got a quick little question :3
    So someone brought it up to me awhile ago when we were talking about profiles that mine had no profile pic to which i replied "nope its just transparent so people can see the background pic" and then they said their was no background pic. Originally i just kinda forgot about it but today when i went and viewed my profile when i wasnt logged in it appeared like this: (sorry for the large images)

    Ya so idk if its a setting or maybe an image issue or maybe its just a PC issue?
