Question bout Magmortar

I was wondering with Magmorta from Mysterious Treasure if the move Fireball Bazooka 40 damage the secondary print states "Does 20 Damage to 2 of your opponent's Benched Pokemon (Don't apply weakness and resistance for Benched Pokemon.)
So heres the question would the attacker who is attacking get to to choose which 2 pokemon or would the person who is defending get to choose which pokemon?

The attacker chooses which two Pokemon take damage.

The attacker almost always chooses. I haven't come across a card in which the defender chooses.

Hey well its been a long time since i have played i was just making sure I am using the cards to the best of their abilities.

Kingofdemon is my best friend in RL and we played pokemon since it first came out and we had this problem before. Only resaon i'm replying to this is because some cards say the deffending pokemon choose's and or attacking, but some don't. It gets comfusing sometimes. but thanks.
