It should be. o_o The only thing you would need to know CSS for is to customize it and to make it look nicer than the default layout. That's the only reason I can think of, at least.

I recommend Aardvark Topsites PHP if you host your own and you have PHP/mySQL. If you don't, there's also a CGI/Perl version of it. It's easy to install and customise.
