Yes. I got it from a Friend who was able to legally got the ticket(I went with him). I tried Soft Reseting to get a Shiny one, and finally gave up. He didn't, and ended up with one. He was kind enough to clone it and trade me a copy. He also gave me the green light to clone it and trade it off to other people :D
