You need to trade an Electabuzz/Magmar holding the Electrizer/Magmarizer in order to obtain Electivire/Magmortar, it's just that most of the people rather the Elekid/Magby to train them for themselves.

Ho-oh Lv. 100
Sneasel Lv. 1 with ice punch.
Dunskull's Lv. 1 with great move sets.
Night shade, Destiny bond, Curse, Confuse ray.
Took me ages to bread them that! XD
