I've done some searching and reading: Pokémon Ruby/Sapphire: Game Mechanics Guide by Ken J. Egervari, materials found under upc.pkmn.co.uk/games/rs/guides/, etc. and have some questions. Where did the statistics formulas, IV(DV) ranges, and base stats come from: Insider information? Independent analysis of game data from extensive playing? Does anyone have any links to the origins of these formulas? Thanks.

I'm not sure but I think that serebii has something like that

It's possible that it's insider information, but I'd think it's more guess and check. That's usually how any mathematical/scientific formula or law is done; you form a hypothesis, test it, observe the results, and see if they are consistent. I'm sure they were done by someone who had A LOT of time on their hands. haha, but hey, more power to 'em!
