I had no idea that GF thought about a little Easter Egg like that. I would assume that the best spot would be right next to the Radio Tower.

I'm pretty sure that the static is not due to where you are (except maybe caves?) as much as where you've placed the tuner actually - you can do it automatically and switch between channels, or do it manually, when moving it away can make cause the 'static'. (And on ocassion you'll have to manually find a station as well). It's a neat feature, I have to say.
