Rather impressive design... While the design is good, try to use as few images as possible - i.e. those backgrounds to the section headers - try reusing them and use text or smaller images as the text.
Some of the image text is hard to read, you may wish to make it contrast more with the background, if possible. Although with the choice of colours that may be difficult.
For the top bar, you may wish to space out the text of "Home", "Link to Us", etc. more so it's easier to tell where one name ends and another begins.
Also, "Poke City Best Forum Ever" seems more than a little tacky... Might want to make that a more simple link, like "Poke City Forum" or just "Poke City".
And it looks greatly like you've done this in an image editing program... While it looks stunning, it's going to be hard to translate to HTML because of some of the effects you've used, like transparency to what should be the background, and interlocking, overlapping image pieces. Some parts you may wish to simplify.
And if you do end up using as many images as it seems you intend to, you may wish to provide a low-bandwidth (text-only, or almost text-only) version for people using 56K, or viewing on things other than a full computer (i.e. a PDA). If you're using PHP and include() to do most of the layout, with the content being separate, either included basic files, or from a database, adding an extra choose-able theme should be relatively simple.
