Well, it's kind hard rating Pokemon when you're only at level 27. I'll have to rate your team as a fully evolved, Lv. 100 one.

CipherDakim, don't put Return on Pokemon who don't get STAB from it. Unless the Pokemon's movepool is so limited that you are forced to use Return, there is usually a better option. And Nidoqueen and Victreebel do have better options. Also, remember that there are only a limited number of TMs in the game, so he probably doesn't have access to 3 Returns.

Don't use Pidgeot, Dodrio is much better:
