Hmmm... even without EVs, those stats are slightly low. I've never been fond of a special sweeping Milotic, since she makes such a better dual wall (so much so, that she's one of the best counters to Dragon Dance Salamence, with Bold and maxed EVs in Defense), but even for a special sweeper, your moveset is screwed up.
First of all, the basic rule of thumb is to NEVER use two moves of the same attacking type. While there are loop holes in this (Draco Meteor paired with something like Dragon Claw), it doesn't work for Milotic. So bag Hydro Pump, and stick with Surf, since Hydro Pump sucks in general with its low accuracy.
Secondly, Dragon Pulse is slightly redundant...
the only thing Dragon Pulse can take out with ease is Dragons, and Ice Beam solves that problem completely (and perhaps a bit better). Only reason to add Dragon Pulse in there is if you really fear Kingdra.
As a special sweeper, she doesn't really
need a recovery move, but it can help. So at least bag Hydro Pump for Recover. Or you can go with my favourite set, the dual wall:

Makes a fantastic annoyer, and with that Defense, she can easily take out (usually OHKO) someone like Garchomp, granted he hasn't beefed up with Swords Dance. And with her already great Special Defense, she can also take out Choice Specs Salamence; mine OHKOed SpecsMence when I faced one. Hypnosis can be iffy with its accuracy, but Milotic has the defense power to be able to miss a few times.
