    Fly sucks. Air Slash sucks on Pidgeot with its horrible Special Attack. Mirror Move sucks. Only thing half good here is Aerial Ace, which can always be replaced by its higher PP version: Wing Attack.

    Replace either Blissey or Snorlax. You don't need two special walls imo.
     
    Don't give any plates to a pokemon. It is a waste. It may boost attacks, but only barely.

    Only one on each element type should be on a pokemon's moveset, unless it isn't an offensive pokemon. Hydrocannon And Hydropump shouldn't be on the same moveset. And I wouldn't choose them anyways.

    My opinion is that it needs a lot of improvement.

    *Nice Bolt-Beamer. Bolt-beam takes care of the most coverage available, leaving it open for very few enemies.Psychic is not a good attack type and has minimal type coverage. Calm Mind to Tank up Lugia to the most dreaded pokemon and Recover to, well, recover. EQ is a thought to handle electric types.

    *Not so good pokemon. All stats below average and shallow movepool. Brave Bird is a good attack since Pidgeot probably won't last that long. Double team so you could probably make it last longer, and Featherdance and Toxic probably will force your opponent to switch out so you can Toxic-shuffle. Overall not a good pokemon, but feel free to use whatever pokemon you want.

    *Overall a good pokemon, Defense stats and Speed stats are a drag. Maxing out Defense would make it a beautiful tank. Belly drum is nice, it has enough HP and Sp. Def to last several hits, then Rest/Chesto Berry and make Blissey proud by pure sweepage with that Attack stat. Swords Dance is an option over this, it will cost an extra turn though.

    *Tank, Max out the poor Special Defense to make it a real tank. no EVs in in DEF because most people aren't stupid enough to use Stone Edge against a 180 base. They are sure to aim for your Special Defense, which is far below average. Avalanche is a physical type Blizzard, Meh, the moveset is a Physical Sweeper,

    Wet Rock... Doesn't that make Rain Dance last longer? Yeah... Blastoise is too slow to compete with generally-speedy Electric types and is WAY too weak to sustain a full blown hit. Toxic seems a bit out of place here.

    As you said, it won't last long, so there's no point in using Leftovers. Double Team is too much of a gamble and gambling in Pokemon... Not so great.

    Besides the fact that this Pokemon is completely helpless against the likes of Drifblim and Ghost-types with Levitate... I kind of like it.

    Oh, I was gonna suggest Rain Dance but I erased it, I forgot to erase Wet Rock too. Once again I say don't use the plate items, but, feel free to get your butt kicked out of the staduim... before you ever entered

    Helpless against ghosts w/ Levitate and Drifblim. Return is much stronger + gains bigger STAB bonus, other than Paralyze chance, use Return. Sleep Talk is... Meh, replace with Curse or Belly Drum (In case of Belly Drum, replace item with Chesto)

    Now everyone is confusing me. And with the natures, don't post them because I have NO idea how I'm supposed to get a different nature for Lugia. Why don't I use Swellow instead of Pidgeot? That way, you guys won't have to worry about Pidgeot. Also, you people use Toxic too much (no offence!).

    Iron Head is crap compared to Iron Tail.

    Belly Drum Snorlax is crap as well.

    WHAT IS WITH YOU PEOPLE AND TOXIC?!? God, why put Toxic on Blastoise when all he'll be doing is KOing Rapidash, a lot of the person who trains Ground type's Pokemon, and maybe Beautifly with his attacks? Toxic is a waste with him. If I had a Poison type Pokemon, Ok, but I don't! Get this though your skulls that I don't want Toxic! Done.

    Ok, I've been thinking about moves so here they are!

    RainDance will power up Surf enough to KO many Pokemon. Blizzard incase anything happens to Lugia (faints, sleeps, etc.) SkullBash so he can raise his Defence before he attacks the next turn.

    With CalmMind, Lugia can Max out Sp.Attk and Sp.Def and he'll be the most dreaded Pokemon in the battle. Using Psychic and AeroBlast to sweep after Maxing out, and IceBeam for Dragons.

    The purpose of these moves is if there is a double battle with Blastoise and Aggron against an Electric Type (Pikachu, for example), Aggron uses Earthquake, defeated. Also, if Aggron is facing a Pokemon with a high Defence stat, Aggron can use MetalSound, then IronTail, boom defeated.

    Roost so he can heal, BraveBird for attacking the foe, Fly so I can fly to different cities and towns, and SteelWing because its a nice attack.

    I don't know if I'll be using Blissey and I might change her. Should I? If I should, can you give me some ideas for a new Pokemon?
