If Rayquaza wasn't a dragon type but still was a flying type what could another good type be?

Yeah Sceptile IS a wingless dragon (Says with Iron-clad stubbornness). Nice banner, sis! I'll go make one too... (all my friends around me just whacked me on the head whilst I typed that in)...
