yeah you can catch them both at lv 70.

yes, i realize you can catch both legends in emerald, i own it. but in ruby, you can only catch groudon AND NOT AT LEVEL 70! go to serebii or something, i'm sure that they have plenty to show about how you catch groudon in ruby!
