    kyogre:rest,Surf,Hydro Pump,Water fall
    medicham:Hi jump kick,Attract,rest,Psychic
    magnemite:Thunder bolt Thunder wave Spark Quick Attack
    Voltorb:Spark Thunder Tackle super Sonic
    Wingull:Fly Ariel Ace Wing Attack Super Sonic

    Im not using Shedninja
     
    Read the FAQs section on how to capture Rayquaza.
     
    I think the main problem is your level... seeing how most Pokemon aren't even evolved. >_>;

    Not to mention you got sharked move such as Magnemite using quick attack... best chance is probably your Sceptile at a roughly equal level using dragon claw. One dragon claw should knock it down so it's weak enough. Switch to a Pokemon as meatshield to block fly, and just keep chucking balls at it.

    Though I've never tried to capture Rayquaza without sleep powder myself... o.o;


    Edit: Toothache we've tried to tell him that long time ago and he said that he's not going to follow the FAQ to use anything with sleep/paralyze/shedinja o.o; for reasons unknown of course
     
    you need to give your pokemon better moves,if you wasted your masterball on Kyogre that was the worst mistake you made in the game being that you can catch Kyogre with an ultra ball easily

    Well put it to sleep and false swipe Ray until gets to hp 1
    then just throw ultra balls

    If he sharked an illegal Quick Attack on Magnemite, why doesn't he just shark a couple Master Balls and leave us in peace?

    hm...to fight Rayquaza I used

    Altaria
    Salamence
    Flygon

    they were all about 15 levels weaker but 3 on 1 so yeah...
    if u wasted u'r master ball
    take loads of ultra balls
    um...Magneton works if it knows thunderwave
    or something that could put it to sleep
    don't poison it, or burn it 'cuz then it just might die on ya
