I would hope so. I think it would certainly add more "Woo" to the game.

I want Red's Pikachu to know Volt Tackle. It must be stronger than Barry's strongest Pokemon.

One thing about all of this... The Red in Gold/Silver/Crystal isn't the same Red as in FireRed/LeafGreen or even Red/Blue/Green, he is the Red from Pokémon Yellow. The one that got a Pikachu as a starter and had all three of the Kanto starters. Which wasn't the case in FireRed/LeafGreen and would be sort of weird for it being a sequel to FireRed/LeafGreen.
