ya what dark_link said: im pretty sure there was an event on emerald where you got into a battle with him at lv. 30. therefore you could soft reset(or get lucky) and get a shiny one. i also have one( its jap. though lol)

**= these were evolved with a stone. they are still UT but are evolved. they may also have been evolved in a trade.
i also have an evd shiny rapidash in atk and speed.
i also have a shiny charizard that looks as if its evd(its lv75, its atk and speed are higher than all of the others: i dont have my game right this second but his atk is 190 right now and i think his speed is something like 245.)
i also have a few evd pokemon but there not shiny.
