how about I give you a male and female Ambipom(both knowing Double Hit) so that the baby will have Double Hit at lvl 1?[Unless you have 2 Ambipoms already]
Then, just rare candy to lvl 2 to evolve, then start EV training.

Uhh...ok, but the old fashion way would have worked I mean Aipom evolves at level 32 or 33.
