3rd Gen Repel and Cleanse Tag not working?

I've been playing Pokemon Fire Red these past few days on my android using GBA Emulator (without using any kind of hack). I've already won twice against Elite Four and I've decided to catch the legend dog Suicune (since I chose Charmander). I have a level 49 Pidgeot holding a Cleanse Tag as my first pokemon on the team. I activate Repel/Max Repel and look for Suicune in the bushes but I keep running into Rattatas and Pidgeys. What is wrong?

If Max Repels end up failing against low levels, it's a bit intimidating. I usually expect high encounters in any situation, I'm sorry things aren't working out for you. You might have helped people with this post.

I wouldn't know why you're having an issue, but perhaps a Pokémon with Foul Stench may do you right.
