I'm not sure about what you're talking about, but if it's a hack tool, you should be able to find it(or another one that have the same function) at the Toolbox
 

You could also try asking this same question in the ROM Hacking Quick Questions thread.

This area stats that it's not for questions relating to ROM hacking, or emulation, it's for questions relating to PC as a forum.
