I'm coming in now, sorry about the delay and about pikachu, I really don't know, but think it's really rare, it just came out in Japan not long ago.

Okay if you're not doing a request (sorry, new and I tried my best to understand your rules on the first post) would you possibly have the TM Explosion available? And so if I sent you Pokemon Red/Blue/Yellow I could have 15 of your ev'd Pokemon?
