5th Gen RNG HELP PLEASE!!!

    I have recently started trying to learn to rng
    i use rng 9.95
    i have eon timer

    i have been trying to rng a litwick on the top floor of celestial tower but for some reason i keep missing my seed and getting almost the ivs i want and i also keep hitting the same exact seed with the same nature characteristical and same exact stats can somone help me find out what im doing wrong?
