I want to know what to do with Rotom. So far I have come up with this:

Nature: Don't know whether to go for Modest or Timid
EVs: ???
-Thunder Wave
-Shadow Ball
-Thunderbolt
-Substitute
It could probably be better. Plus I don't know the beat way to allocate its EVs, aside from the old 252/252 setup. Help.
