    Linoone lv. 9

Looks okay, I'm not going to suggest any new Pokemon since it looks like you are already pretty set in the Pokemon you're using, them being high 90's and all.
The biggest thing I noticed is that, assuming your Swampert doesn't have a Modest nature, or just a ton of Special Attack EVs and hardly any physical Attack EVs, I would remove Surf for Waterfall right away.
Fly on your Swellow can also be very easily countered in multiplayer, although you probably want to keep it for single-player HM uses, for a competitive battle I would delete Fly for either Toxic or
With Linoone, it doesn't have a good physical or Special Attack, especially Spc. Atk, so I would remove Blizzard for Rest w/ Lepa Berry (I believe it's Lepa Berry that awakens Pokemon, but I may be wrong, and I'm too lazy to look it up) or a physical STAB move. Linoone is sort of hard to work with since its only decent stat is Speed.
Assuming you aren't playing with an Accuracy clause since your team has both Sand-Attack and Flash, if you do choose to remove Blizzard on your Linoone, I would actually get rid of Flash on your Gardevoir for Ice Beam.

For a non hardcore multiplayer team for Emerald, I would probably give this team a 7 to 7 and a half out of 10. Although I said I wouldn't be suggested new Pokemon, I think the Linoone is holding back your team a lot.
Also, it would be really helpful if you including their stats, natures, abilities, and any hold items you plan on using in the battle.

You may want to think about including one of the pseudo legenderies (Salamence/Metagross) but personally I would probably have a hard time trying to beat that team with level 100's.

    8/10

I suggest replacing either Zangoose or Linoone with a different type pokemon. Don't double up on types too much, as that doubles your weaknesses as well.

On Gardevior, use Calm Mind over Flash.

    Here's a set for Linoone I recommend:
    -Ice Beam
    -Thunderbolt
    -Slash
    -Surf

Slash for STAB, Ice Beam and Thunderbolt for excellent Super-Effective coverage, and you already have Surf.

For Swellow, Steel Wing over Endevour, as it allows you to hit Rock Types.

Swampert needs Ice Beam over Facade, and Brick Break over Rock Tomb.

Zangoose is a real powerhouse, if played correctly. This is what I suggest:

    -Swords Dance
    -Slash
    -Shadow Ball
    -Brick Break

All ghost attacks are physical in gen III, so Shadow ball's power will also increase after a Swords Dance. Brick Break is there because Ghost + Fighting can hit every pokemon for at least neutral damage and Slash is there to provide you with STAB.

Gardevoir is also a special attack orientated attacker, try usinng this set:
    -Calm Mind
    -Psychic
    -Thunderbolt
-Ice / Fire Punch (can be thought by move tutor in emerald)

Calm Mind to increase you Sp. stats and the other 3 moves to inflict some serious damage.

This is ruby, which means that all water moves are Special (the physical/special split was introduced in Gen IV)

Why'd you give GigaDrain to a physical attacker? or Shadow ball (physical in gen III) to Gardevoir?

Oh and, as I said before: this is GenIII, so surf > Waterfall.

    Try using this:
    Gardevoir lv. 100
    Thunderbolt
    Fire / Ice Punch
    Psychic
    Calm Mind

    Torkoal lv. 100
    Flamethrower
    Toxic
    Iron Defense
    Protect/Amnesia

    Linoone lv. 100
    Shadow Ball
    Quick Attack

    Swampert lv. 100

    Surf
    Protect
    Ice Beam

    Hope this helps you!

4/10 just for the levelling up. OU pokemon such as Infernape could easily sweep your team. Your movesets are not up to battling standards, and three out of your six pokemon are just terrible. You even put special moves on Swampert? And flash on Gardevoir? And blizzard on Linoone? Ugh these movesets are not good, I would change them if i were u.

You do know that this is in Gen III, right? It's for Pokemon Ruby...and it's only for in-game, at that.

Hurr durr. Thanks, can't believe I forgot that, I guess I wasn't thinking when I made that post.
I guess if OP sees this, they can just disregard that.

huh yeah it is indeed gen 3 so why did you suggest waterfall ?.?

water move's are all sp.attack lol :P so keep surf

    haha. Forgot this isn't competitive.

Very good in game, except for Linoone. Linoone just sucks completely. But yeah everything else I could say has already been said, so there.
Except for Linoone's replacement. I would seriously get a Metagross or something. Or Absol, with a set similar to Zangoose, Physical moves, Swords dance, and then bite for stab.
