Can you post the section containing "SANDYGAST,5" in it? Or even just the whole encounters.txt? According to the error you're missing an encounter type (e.g. Land, Cave, Water, etc.) above your list of encounters containing "SANDYGAST,5".

If you want to make it work, you will have to edit the line for "Land" encounters in the PBEncounter script
