Yeah, one of the tips is to throw bait but half the time the Pokemon ran away, lol. I have better luck with throwing rocks to be honest.

Your best option is actually to just ignore bait and rocks entirely and throw balls. This page has a calculator that shows this - you can see the chances of catching a Pokemon as an actual percentage, using all different methods. The flee rate goes up so much on the rare Pokemon that they're pretty prone to fleeing just after one rock, and throwing bait just lowers their already low catch rate. You're best off just to spam Safari Balls.
