3rd Gen Saffron City Guards

I have Pokemon LG (not a ROM). I have 5 badges in the game. I am trying to pass the guards that block my way to Saffron. They say something about being thirsty and the road being closed. I beat Team Rocket in their secret hideout and I havet the 5 gym badges. I tried buying the water, lemonade and soda and giving them to the guards but nonthing worked. Can someone help me out please? Thank You!
