If this is a competitive (modified format) deck, you can't use the Treecko from EX Dragon Frontiers nor can you use the Pidgey family from EX Fire Red and Leaf Green.

You're only supposed to use cards from the Daimond & Pearl Series and newer. This is becasue the cards are a bit different and the weakness and resistances have changed.

Ah, so I'm asuming the evolutions (such as pidgeot FRLG) are gone.

yes, although not every card from before DP are banned
if there is a reprint of a card in DP you are allowed to use it (ie. you can use charizard from the base set because it was reprinted in stormfront)

also there are two different sceptiles from arceus it would help for you to tell us if you are using 30/99 or 31/99
